2020年5月18日、cOAlition Sは、Plan Sの重要原則である価格の透明性に対応するものとして、オープンアクセス（OA）出版費用を設定する際に出版者が遵守すべき「Plan Sに基づく価格透明性のフレームワーク：手引きと要件（Plan S Price Transparency Frameworks: guidance & requirements）」の公開を発表しました。
cOAlition Sは、Plan S原則を満たす価格透明性のフレームワークとして以下の2種類を承認しています。
・学術出版の慣習の転換し出版プロセスの管理主体を学術コミュニティに取り戻すことを目的として活動する研究者・図書館員の連合“Fair Open Access Alliance（FOAA）”が開発し、Frontiers社等が実施中のフレームワーク“Breakdown of Publication Services and Fees”
・Information Power社が開発しAnnual Reviews社・Springer Nature社等が試行実施中のフレームワーク“Plan S Price and Transparency Framework”
2022年7月1日以降、出版者がcOAlition S加盟機関からOA出版に関する資金助成を得るためには、これらの2つのフレームワークのうち、少なくとも一方を遵守する必要があります。
cOAlition Sは、2つのフレームワークのいずれかに沿ったデータを出版者がどこに登録すればよいかについて、その詳細を2021年12月までに発表する予定です。
