2025年12月2日、欧州委員会が図書館等のデジタルコレクションへのアクセス促進における著作権の役割に関する調査報告書“Copyright in distance education and research”を公開しました。
同調査は、図書館、博物館、美術館等の機関が、教育や研究のためにデジタルコレクションへのリモートアクセスを提供する際に著作権が果たす役割を検討するため、欧州議会の提案を受けて実施されました。
欧州の図書館等の関係者、著作権者、研究者、政策立案者を主な対象とした大規模なアンケート調査等を通じて、ライセンス条件から各機関における著作権に関する知識や認識に関わるものまで、約50の著作権上の課題が明らかになったとあります。報告書では、それぞれの課題を分析するとともに、改善に向けた方策が提案されています。
