2025年7月4日、オープンアクセスリポジトリ推進協会（JPCOAR）及び大学図書館コンソーシアム連合（JUSTICE）が、リポジトリ登録への新たな課金制度に反対するオープンアクセスリポジトリ連合（COAR）の声明に賛同することを、共同で表明しました。
COARは2025年6月26日、同年3月14日にIEEE（Institute of Electrical and Electronics Engineers）が発表したリポジトリ登録への新たな課金制度“Repository License Fee”を受けて、このような制度への反対声明を発表しました。
JPCOARとJUSTICEは、COARの声明の日本語訳を作成し、これに対する賛同を表明するとしています。
