Questionnaire Survey
Policies and practices in handling of online journals and open access publishing
The National Diet Library (NDL) is researching how to collect and disseminate scientific and technical information in the digital information environment. With the advance of Information Technology, the publishing mechanism of that kind of information is changing significantly. This research aims to examine the NDL’s roles as a national library and to explore the possibility of a cooperation with related organizations in this new environment.
As part of the research, this questionnaire survey is being sent out to national libraries and scientific and technical information centers in Asia, Europe and North America to see how they handle online journals and publications by new scholarly information publishing models such as the SPARC (Scholarly Publishing and Academic Resources Coalition), institutional repositories, and e-print archives. Although answers may vary according to the library/institution, we expect that cross-sectional research will provide us with a new perspective.
This survey is designed to ask questions about your library/institution’s policy on online journals and open access publishing, as well as its practices in the process of acquiring, organizing, and providing access to them. Each question should be answered by the person responsible for that particular.

Introduction
1. Purpose
This survey aims to assess the current state of how national libraries and scientific and technical information centers in Asia, Europe and North America handle online journals and publications of open access publishing models, by collecting data on their policies and practices in the process of acquiring, organizing, and providing access to them.
