世界知的所有権機関（WIPO）の第27回の著作権・著作隣接権常任委員会（Standing Committee on Copyright and Related Rights; SCCR）が開催されました。2014年4月28日から5月2日にかけて、図書館やアーカイブにおける著作権の権利制限等について議論が行われたとのことですが、5月3日の午前に、EUの提言により議論が紛糾したとのことです。これに対し、欧州、ラテンアメリカ、アフリカ、オーストラリア、米国、カナダ、英国の図書館やアーカイブの代表団体である、国際図書館連盟（IFLA）、欧州研究図書館協会（LIBER）、国際公文書館会議（ICA）、図書館電子情報財団（EIFL）、英国の図書館・情報専門家協会（CILIP）などが共同で声明を発表しています。
