2025年9月29日、オープンサイエンスのための科学・学術基盤の構築に関する国際的なイニシアチブであるInvest In Open Infrastructure（IOI）が、米国を拠点とする学術図書館コンソーシアムが危機下で果たす役割についての報告書“How library consortia are building resilient open infrastructure in times of crisis”を公表しました。
米国の学術図書館は現在、連邦政府の資金削減、ベンダーの統合、リソース不足等の様々な課題に直面しているとされます。このような中、図書館コンソーシアムは、共同の取組とオープンインフラを活用することにより、従来のサービス提供者という枠を超え、前例のない財政的・政治的な圧力の中で加盟館を支える重要な防波堤へと進化していることが明らかになったと紹介されています。
