2013年2月13日、米国議会図書館（LC）が、全米に存在する録音資料の保存計画“The Library of Congress National Recording Preservation Plan”を公表しました。そのなかでは、公的セクターおよび民間セクターに対して、インフラ、保存、アクセス、教育、政策戦略などについての32の提言が示されています。
LCでは、2000年の全米録音資料保存法の制定以降、録音資料の保存に関する取組を行ってきました。2002年の全米録音資料保存委員会（NRPB）設置、2003年の全米録音資料登録簿（National Recording Registry）の開始、2005年から2009年にかけての調査報告書5本の出版、2010年の調査報告書“The State of Recorded Sound Preservation in the United States: A National Legacy at Risk in the Digital Age”の出版。今回発表された計画は、これら10年以上にわたる取組みの集積であるとしています。
