2023年7月5日、国際図書館連盟（IFLA）は、同規約に基づき、諮問型の投票（Advisory referendum）を実施し、2024年の世界図書館情報会議（WLIC）・IFLA年次大会の開催地決定に関して、IFLA会員の意向を図ることを決定したと発表しました。
発表では、6月19日に2024年のWLICの開催地としてアラブ首長国連邦のドバイを選定する決定を発表しましたが、以来、賛否両論が寄せられたことに触れられています。
6月21日には、IFLAの会長と次期会長の連名で、同決定に関する声明文を公開しており、従来の開催地が欧州や北米に偏っていたなかでドバイで開催する組織的な意義や、中東・北アフリカ地域の会員にとっても、図書館や（特に女性の）図書館員のエンパワメントに繋がる重要な機会であること、開催地決定の判断はIFLAの主催地の政府の政策に対する支持または制裁を意味しないこと等を強調していました。
