欧州委員会（EC）の“eContentplus”というプログラムの下で進められていたプロジェクト“ARROW”(Accessible Registries of Rights Information and Orphan Works towards Europeana)が、2011年3月10日に開催されたカンファレンスでこれまでの成果報告を行っています。“ARROW”は、欧州デジタル図書館“Europeana”の関連プロジェクトとして、欧州の国立図書館や出版者等のコンソーシアムを中心に進められたもので、孤児作品（orphan works）や絶版書を含めてあらゆる著作物の権利者や権利関係を明らかにし、そのための情報を提供するプロジェクトとのことです。3月11日には“ARROW”は、このカンファレンスの資料と、同プロジェクトのビジネスモデルを説明した文書“ARROW Business Model”を公開しています。今後同プロジェクトは“ARROW+”として、IFRRO（International Federation of Reproduction Rights Organisations）が引き継いでいくことになるようです。
