高等教育機関のネットワーク上から、ピア・ツー・ピア（P2P）などの技術を用いた著作権侵害コンテンツの流通を防止する措置を、大学など高等教育機関に義務付ける州法が、米国テネシー州で2008年5月に制定されました。
この州法は、著作権侵害コンテンツ流通防止のため、高等教育機関に、違法なコンテンツ流通をおこなっているP2P通信と、そうではない通信を区別して、違法なP2P通信をブロックする技術の開発と導入、ユーザーへのID付与とその告知、を求めています。
テネシー州はこの州法の制定にあたり、導入と維持コストの試算をおこなったところ、初年度に約930万ドル（約8.9億円：ハードウェア・ソフトウェアの導入費用の合計額）、また毎年157万ドル（約1.5億円）の維持コストが必要と見込まれるそうです。
Education, Higher – Requires institutions of higher education with residential computer networks to develop a policy prohibiting copyright infringement by persons using the school’s computer and network resources and take certain steps to prevent such infringement. – Amends TCA Title 49, Chapter 7.
