2007年2月27日、米国第110議会で、下院の共和党・民主党の議員1名ずつが、利用者のフェア・ユースの権利を守るための法案“the Freedom And Innovation Revitalizing U.S. Entrepreneurship Act of 2007”（法案番号：H.R. 1201。頭文字を取って“FAIR USE Act”と呼ばれる）が提出されました。米国図書館協会（ALA）、米国法律図書館協会（AALL）、北米研究図書館協会（ARL）、医学図書館協会（MLA）、専門図書館協会（SLA）の5団体からなる“Library Copyright Alliance”も同日、これを強く支持する声明を発表しています。
