2014年5月14日、オープンアクセスリポジトリ連合（COAR）、Electronic Information for Libraries：EIFL、欧州研究図書館協会（LIBER）、中国科学院国家科学図書館（National Science Library of the Chinese Academy of Science）、OpenAIRE、SPARCが共同で、研究成果の迅速な公開を支援する声明を公開しました。
オープンアクセス（OA）のエンバーゴについて、新しいモデルに移行するまでには必要な暫定措置であるとしながら、OAの利点を損なうものであるとし、エンバーゴの期間は、自然科学分野では最大6か月、人文社会分野では最大12か月が望ましいとしているようです。
