2024年3月21日、米国情報標準化機構（NISO）が、図書館が図書を対象として行うControlled Digital Lending（CDL）の実装に関する推奨指針“Interoperable System of Controlled Digital Lending (IS-CDL) Recommended Practice”の草案を公開したと発表しました。
CDLとは、図書館が所蔵資料をデジタル化して、利用者に対してその電子的複製物を「1部1ユーザー」の制限の下で貸し出す形式を指します。
同指針では、CDLに関する主要概念の定義、CDLのシステムの類型、CDLのサービスを実装する際に考慮すべき技術的事項、図書館・ベンダー・標準化団体・出版社に対するCDLのサービス改善に向けた推奨事項などが示されています。
4月21日までパブリックコメントを実施しています。
