2020年9月8日、スコットランド図書館・情報協議会（SLIC）は、スコットランド全地域を対象とした学校図書館戦略“Vibrant Libraries, Thriving Schools – A National Strategy for School Libraries in Scotland 2018-2023”が開始してから2年が経過したことを発表しました。
“Vibrant Libraries, Thriving Schools – A National Strategy for School Libraries in Scotland 2018-2023”は、2018年9月8日に発表されたスコットランド全地域を対象とする5か年の学校図書館戦略です。SLIC・スコットランド地方自治体協議会（Convention for Scottish Local Authorities：COSLA）・スコットランド自治政府が共同で策定しています。十分なリソースを得た学校図書館サービスが、児童・生徒のリテラシー能力や学習到達度の向上等を通して、教育の卓越性と公平性に関する自治政府の展望を達成するために、どのように貢献できるかを概説した内容で、20の行動計画などが示されています。
SLICはお知らせの中で、同戦略の開始から2年を経たスコットランドの学校図書館に関わる進展として、次のようなことを紹介しています。
・同戦略は、教育セクターと学校図書館コミュニティの充実した連携を促すものとして機能している
・同戦略の実践を支援するために設置された「学校図書館開発基金（School Library Improvement Fund：SLIF）」による約100万ポンドの資金援助を通して、学校図書館コミュニティは創造的・革新的プロジェクトを実施している
・SLIFの助成プロジェクトとして、デジタル技術、学習到達度、医療リテラシーなど、戦略の中で言及された重要分野に関連したものが展開されている
・戦略の開始以来、学校図書館は自治政府の「学校改善計画（School Improvement Plans）」における情報提供者としての支援を実施しており、スコットランドの学習・教育の質の向上と改善を支援する自治政府の行政機関“Education Scotland”による学校査察のプロセスに正式に加えられている
