Springer Science+Business MediaとJiscが、オープンアクセスの所有権と購読にかかるコストを削減するモデルに合意したと発表しています。英国の学術機関が、ハイブリッドOAの費用や管理にかかるコストを大幅に減らし、持続可能な形でのOAへの移行を支援することを目的とした合意とのことです。
Springer社の購読誌へのフルアクセスのために英国の高等教育機関が支払う購読料に上限を設け、また、英国高等教育助成会議（HEFCE）のResearch Excellence Framework（REF）、英国研究会議（RCUK）のOA方針など主要な資金提供者のOA方針に適合した形で、その機関の研究者の論文をそれらの雑誌でOAとするという合意が提案されているようです。
