英国下院の産業・技術革新・職業技能委員会（Business, Innovation and Skills Committee: BIS committee）が、政府に対して提出した、オープンアクセス（OA）方針の見直しを求める報告書に対して、2013年11月26日、政府からの回答として特別報告書（Special Report）が刊行されました。Appendix 1として政府からの回答、Appendix 2として英国研究会議（RCUK）からの回答があります。
政府は、長期的な観点において最も有効な形態はゴールドOAであるとし、その方向性の認識について、BISコミッティと違いはなく、そこに至るまでのゴールドOAとグリーンOAの割合については、研究者の判断や市場の動向によるとしているようです。
BISコミッティの委員長は、この特別報告書が同委員会の提言を多く取り入れていることを評価しているとのことです。
