2009年6月8日、英国の情報システム合同委員会（JISC）は、公共部門の組織が所蔵する著作権者の不明な作品（orphan works）についてのレポートを公表しました。これらの作品は数が膨大であり、従来の手続きをしていては、デジタル化等による活用が困難であるとし、新たな立法的措置が必要であるとしています。
