私立図書館は大きく分けて、貸出をおこなう図書館（lending library）と参考調査のみをおこなう図書館（research library）の2種がある。アメリカの私立公共図書館は会員制図書館からはじまったものや、19世紀終わり頃から登場した個人あるいはその一族が資産を投じて設立した図書館などがある。ここでは一般に公開（公共化）していない個人所有の文庫や図書館は除外する。利用条件は様々であるが、会費を支払うことで利用可能としている市民に公開された「公共」図書館を取り上げる。
貸出図書館の多くは設立時に集団で設立資金を投資し、建物や資料費、人件費など運営費用を拠出したもので、一定の職種集団が次世代の労働者養成のため設立した学校等に付属して設立されたものや一定の階級（社会経済的･人種民族的･文化地理的などで仮想的に限定された集団）を利用者とみなすものなどが多い。19世紀に地域や階級集団によって自己教育が盛んとなり、多くの講座や講演会などが開催され、その学習資料を提供する図書館が付設されることがあり、それが会員制私立図書館となって運営されていった。中西部では、モリル法（Morrill Act, 1862）によって設立された州立大学が、農民の啓蒙や鉱工業の発展を意図しておこなったり、農村地域の女性の教育をめざしておこなったりした巡回文庫（traveling library）の拠点として設立され、その後公立図書館に転換されていったものも多い。これらは会員制図書館（membership library）とよばれる。あるいはソーシャル・ライブラリー（social library）、職工学校図書館（mercantile library、mecahnics’ library）、アシーニアム（athenaeum）などとよばれる。
一方、参考調査専門の私立図書館は専門図書館（special library）の一種ではあるが、財団などの独立経営母体によって運営されているものをさす。歴史協会付設の図書館（アーカイブ）が多い。図書館として独立しているところは、20世紀初頭に出現した資産家たちがフィランソロピーの考えによって設立したり、遺贈や個人の没後に所蔵されていた資料を公開することになったものである。設立時に基金が設定され、その運用および会員の会費や寄付金を組み込むことなどで運営されている。
会費の額はさまざまである。ただ、どこの私立図書館も会員の会費だけでは経営が成り立たないので、企業や個人の寄付金や民間財団の補助金を獲得する努力が不断に求められている。経営が破綻した図書館は閉鎖されたり、地方自治体に移管され公立公共図書館になったり、ジョン・クレラー（John Crerar）図書館のように大学の一部になったりする。例外としては、シカゴにあるニューベリ（Newberry）図書館が無料であるが、これはシカゴ市図書館が設立された際に、人文社会分野の参考調査専門図書館に運営方針を転換するまで、シカゴの貸出図書館として機能していた名残であろうと考えられる。
