学術情報流通に関連した多様な話題を提供する学術出版協会（Society for Scholarly Publishing：SSP）運営のブログ“The Scholarly Kitchen”に、2021年5月24日付けで記事“Journal Citation Indicator. Just Another Tool in Clarivate’s Metrics Toolbox?”が掲載されています。筆者は出版コンサルタントのPhil Davis氏です。
Clarivate Analytics社が新たに発表した学術誌単位の引用評価指標“Journal Citation Indicator”（JCI）は、同社の説明によれば、研究分野ごとに異なる出版率・引用率を正規化することにより、研究分野を超えて解釈・比較できる指標です。なお、JCIの値は、過去3年間に当該学術誌に掲載された全ての論文・レビューの相対被引用度（Category Normalized Citation Impact：CNCI）の平均値であると説明されています。
本記事では、JCIの長所とともに、その問題点を解説しています。問題点の一例としては、同社のデータベース“Web of Science”収録誌のうち約3分の1を占める、複数の研究分野に分類される学術誌の扱いを挙げています。このような学術誌では当該の全研究分野におけるCNCIの平均値がJCIの値となりますが、その結果、常識と矛盾する値になる可能性を指摘しています。また、“Journal Citation Indicator”という名称が意味するところの分かりにくさにも言及しており、“Field Normalized Impact Factor”といった新たな名称案も提案しています。
