2018年12月13日、オープンアクセスリポジトリ連合（COAR）は、2018年11月27日にcOAlition Sが発表したPlan Sの実現にかかる手引き“Guidance on the Implementation of Plan S”へのフィードバックを発表しました。
フィードバックは主に手引きの“10.2 Requirements for Plan S compliant Open Access repositories”（Plan Sに準拠したオープンアクセスリポジトリの要件）の各要件に対してのもので、一部の要件について、その変更・削除や、必須とせず推奨事項に留めることを求めています。また、Plan SにおいてSignpostingプロトコルやResource Syncの採用を推奨すべきとしています。
COARは2018年9月12日に、Plan Sにまとめられたオープンアクセスへと踏み出す強い姿勢を歓迎するとともに、オープンアクセスへの移行を加速するという目的への支持を表明しています。
