2025年9月10日、米・コロンビア特別区巡回区連邦控訴裁判所は、著作権局長・パールムッター（Shira Perlmutter）氏の職務遂行を、さらなる裁判所の命令が出るまで妨げないよう、大統領府関係者等に命じました。
2025年5月10日に、ホワイトハウス人事局（White House Presidential Personnel Office）からパームルッター氏に対し即時解任を通告するメールが送られたことを受け、同氏は、自身の解任は違法であり、著作権局長を解任できるのは米国議会図書館長（the Librarian of Congress）のみであると主張し、連邦地方裁判所に提訴しました。併せて、差止め命令等の仮処分を申し立てていましたが、却下されました。これを受け、同氏側は控訴裁判所に緊急申立てを行っていました。
控訴裁判所の3人の判事のうち、今回の命令に賛成した2人の判事は、著作権局長の解任権は米国議会図書館長が持つものと考えられ、パールムッター氏の解任は違法である可能性があるとしています。
