2025年2月16日、研究成果のオープンアクセス（OA）を推進するラテンアメリカの国際組織La Referenciaが、同組織のサポートを行うラテンアメリカの研究教育ネットワークRedCLARA及び欧州の研究基盤の開発・提供を行う非営利機関OpenAIREと、ラテンアメリカと欧州のオープンサイエンスや学術協力の促進に向けた覚書（Memorandum of Understanding：MoU）を締結したと発表しました。
主な協力分野として、オープンサイエンス基盤の強化、地域的・世界的なOAの推進、オープンサイエンス政策の調整、研修と能力開発の強化が挙げられています。
