2015年1月21日、英国高等教育助成会議（HEFCE）が芸術、人文学、社会科学分野の学術書とオープンアクセス（OA）に関する“Monographs and Open Access Project”の成果として、レポートを公開しました。このプロジェクトは、HEFCE、英国芸術・人文科学研究会議（Arts and Humanities Research Council: AHRC）、経済社会研究会議（Economic and Social Research Council：ESRC）が委託し、ロンドン大学のGeoffrey Crossick氏が主導したものとのことです。
レポートの主要なメッセージとしては、以下が挙げられているとのことです。
・単行書が学術コミュニケーションにとって重要でかつ代表的な媒体であり、OAへと移行すべきである。ただし、OA版と同様に、紙版が利用できることも重要である。
・OAは、単行書の出版と利用において、短期、および、長期的観点からも利点がある。
・OA出版を実現する単一の有力なビジネスモデルがあるわけではなく、複数のモデルを組み合わせるのがよいと思われる。フレキシブルな方針が必要とされる。
