2010年8月3日、欧州の公的機関のためのオープンソース観測所・リポジトリ“Open Source Observatory and Repository”（OSOR）が、フランスの著作権法に則った形での、公的機関におけるフリーソフトウェアの使用に関する実践ガイドを公開しています。OSORの説明によると、この実践ガイドに書かれているライセンスに関する考え方は、フランスだけでなく、他国にとっても興味をひくものであろうとのことです。
