Status of Libraries in the Aftermath of the Great East Japan Earthquake (As of April 20, 2021)
This report introduces major information on status of libraries in the aftermath of the Great East Japan Earthquake between mid-September 2020 to mid-April 2021, following past Current Awareness-E reports (see E2299 and others).
●Activities of Libraries in Disaster Affected Regions
The Great East Japan Earthquake and Nuclear Disaster Memorial Museum (Futaba Town, Fukushima Prefecture), a facility to pass on the disaster experience, opened on September 20, 2020.
On November 9, 2020, Iwate Tsunami Memorial Museum (Rikuzentakata City, Iwate Prefecture) entered into Memorandum of Understanding (MoUs) with Tohoku University International Research Institute of Disaster Science.
●Developments in Digital Archives
Following contents were added to the NDL Great East Japan Earthquake Archive (Hinagiku).
- Public relations videos of the Nuclear Regulation Authority for 2019 (March 8, 2021)
- Webpage “The Great East Japan Earthquake – Memories in Disaster Affected Regions (東日本大震災 被災地の記憶)” (March 26, 2021)
Hinagiku took over the data of “The Archives of the Agricultural, Fishery and Forestry Cooperative Organizations’ Activities for the Restoration from the Great East Japan Earthquake” and released the archive on March 4, 2021. The archives were managed by Norinchukin Research Institute Co., Ltd. and was closed on November 30, 2020.
On March 31, 2021, with the closure of the “Red Cross Nuclear Disaster Resource Center Digital Archives,” Hinagiku took over and released the data of the digital archives.
On January 25, 2021, Hidenori Watanave Laboratory of University of Tokyo Graduate School of Interdisciplinary Information Studies released the “Great East Japan Earthquake Tweet Mapping.”
On February 11, 2021, “Great East Japan Earthquake Archive Miyagi” announced a release of “Collected Cases of Archive Utilization (利活用事例集)” on its archive contents.
On March 1, 2021, Hidenori Watanave Laboratory of University of Tokyo Graduate School of Interdisciplinary Information Studies and Iwate Nippo Co., Ltd. together released a digital archive “We Shall Never Forget: The 10-year Struggle of Earthquake Survivors (忘れない：震災遺族10年の軌跡).” An updated version of “We Shall Never Forget: Last Movements of Tsunami Disaster Victims (忘れない：震災犠牲者の行動記録)” released in 2016, was also made public.
On March 1, 2021, the National Diet Library (NDL) released “10th Anniversary of the Great East Japan Earthquake” as a monthly special of Web Archiving Project (WARP) for March 2021.
On March 9, 2021, Urayasu Central Public Library (Chiba Prefecture) released “Records of the Great East Japan Earthquake in Urayasu City – Testimonies from Occurrence of the Disaster to Recovery (浦安市における東日本大震災の記録～発災から復旧までの証言～)” on “Urayasu Disaster Archive.” This is a record of testimonies on responses and situations of recovery at the time of the Great East Japan Earthquake.
●Activities to Preserve and Pass on the Records
On September 14, 2020, Science Council of Japan released a proposal “Societal Monitoring and Archiving: Reflexive Governance in the Appraisal of Recovery.”
On October 16, 2020, the Reconstruction Agency announced a launch of “Great East Japan Earthquake 10th Anniversary Portal Site.”
As of January 2021, National Literature Council (全国文学協議会) announced hosting the ninth (FY2020) joint exhibition “3.11 Message from Literature Museums (3.11文学館からのメッセージ) in 34 literature museums across Japan.
On February 22, 2021, Hachinohe Gakuin Library made an announcement about an ongoing special exhibition on the Great East Japan Earthquake “Turning Records to Memories (キロクをキオクに).”
From March 10 to March 30, 2021, Hachinohe City Public Library (Aomori Prefecture) hosted an exhibition “Memories of 3.11 – Ten Years since the Great East Japan Earthquake (3.11の記憶～東日本大震災から10年～).”
From February 16 to March 28, 2021, Oshu City Library hosted the Oshu City Library unified exhibition “Ten Years since the Earthquake Disaster – Never Forget That Time (震災から10年～あの時を忘れない～).”
From February 19 to May 5, 2021, Iwate Prefectural Library is hosting an exhibition “Ten Years since the Great East Japan Earthquake (東日本大震災10年).” From February 27 to May 5, a related poster exhibition “Disaster Records to the Library (震災記録を図書館に)” is also being held at the library.
From February 26 to March 13, 2021, Morioka City Library hosted an exhibition “Ten Years since the Great East Japan Earthquake (東日本大震災から10年)” and a panel exhibition “Steps towards Reconstruction in Iwate (いわて復興の歩み).”
From February 26 and March 16, 2021, Kamaishi City Library（釜石市立図書館） hosted an exhibition “Reading and Connecting 3.11 – Ten Year since That Day (読みつなぐ3.11～あの日から10年～).”
From February 27 to March 14, 2021, Morioka City Tonan Library hosted “Material Exhibition on 3.11 the Great East Japan Earthquake (3.11東日本大震災資料展)” in the general room. From March 6 to March 14, an exhibition under the same theme was held in the children’s room, and “‘Everyone’s Treasure’ – Embroidery Takatamatsubara Tapestry Exhibition (「みんなのたからもの」ししゅう高田松原タペストリー展)” was held in the audiovisual room.
From February 27 to March 30, 2021, Shiwa Public Library hosted a general exhibition “3.11 and Shiwa (3.11と紫波).”
From March 4 to March 28, 2021, Morioka City Central Community Center Library Room hosted an exhibition “Ten Years since That Day – So As Not to Fade Away 3.11 (あの日から10年 ～3.11を風化させないために). Exhibited were books related to the Great East Japan Earthquake and were available for lending.
From March 11 to April 21, 2021, Ofunato City Library hosted a book exhibition “Thank You (ありがとう).” Prior to the exhibition, the library put out a call for letters of appreciation “Thank You on That Day (あの日のありがとう).”
Miyagi Prefectural Library hosted the following exhibitions.
- Mini exhibition on collection of books on the Great East Japan Earthquake “The Earthquake Disaster and Songs of the Heart – Tanka, Haiku, and Senryu (震災と心のうた―短歌・俳句・川柳編―)” from October 3 to December 4, 2020.
- Mini exhibition on collection of books on the Great East Japan Earthquake “Saving Damaged Cultural Properties (被災文化財を救う)” from December 5, 2020 to February 26, 2021.
- Exhibition on collection of books on the Great East Japan Earthquake XI “That Day Was Supposed To Be as Usual (あの日はいつもどおりのはずだった),” mini exhibition on collection of books on the Great East Japan Earthquake “People Who Put Their Hands (手をそえてくれた人たち),” and “Ten Years since The Great East Japan Earthquake – Earthquake Disaster Memorial with Sound and Videos (東日本大震災10年 音と映像による震災メモリアル)” from February 27 to May 30, 2021.
Sendai City Library hosted the following exhibitions.
- “Memories of Arahama, Now and the Future – Library Photo Exhibition by the Sea (荒浜の思い出，そして今、未来へ―海辺の図書館写真展)” at Sendai City Wakabayashi Library from February 2 to February 14, 2021.
- “Looking Back the Ten Years since the Earthquake Disaster (震災10年をふりかえる)” at Sendai City Public Library （仙台市民図書館）on February 4, 2021.
- Exhibition of disaster records related to the Great East Japan Earthquake at Sendai Taihaku Library on February 25, 2021.
- Exhibition of general books “Your Thoughts, Respective Shapes (あなたのオモイ、それぞれのカタチ)” at Sendai City Miyagino Library on February 27, 2021.
- Exhibition of general books “Ten Years since Then – The Great East Japan Earthquake (あれから10年。－東日本大震災－)” at Sendai City Izumi Library on March 4, 2021.
- Exhibition of children’s books “The Earthquake Disaster and Disaster Prevention – Let’s Protect Our Precious Life (震災 防災～まもろうたいせつないのち～)” at Sendai City Public Library（仙台市民図書館）on March 9, 2021.
- Exhibition related to the Great East Japan Earthquake at Sendai City Hirose Library on March 11, 2021.
From January 27 to February 21, 2021, Sendai City Gender Equality Promotion Center L-Sola Sendai hosted an exhibition “Ten Years since the Great East Japan Earthquake (東日本大震災から10年)” in the library space.
From February 2021, Tohoku Gakuin University Library Tagajo Campus Library hosted an exhibition “Ten Years since the Great East Japan Earthquake (東日本大震災から10年).”
From February 13, Tagajo City Library is hosting an exhibition “Thoughts to Connect Memories on the Tenth Year (記憶をつなぐ10年目の想い).” Prior to the exhibition, the library put out a call for thoughts for the Great East Japan Earthquake.
From February 15, 2021, Onagawa Lifelong Learning Center Library Room hosted an exhibition “Books on Memories and Records (記憶と記録の本).”
On February 24, 2021, Tohoku University Main Library (Sendai City) announced an ongoing exhibition “Ten Years since the Great East Japan Earthquake and Tohoku University Library (東日本大震災10年と東北大学附属図書館)”.
On February 27 and 28, 2021, an exhibition “100,000 Books Tell the Great East Japan Earthquake – ‘Bringing Disaster Records to Libraries’ Campaign (10万冊が語りかける 東日本大震災～「震災記録を図書館に」キャンペーン～) was held at Sendai Mediateque. This was a disaster archive exhibition of libraries in disaster affected regions commemorating the tenth anniversary of the Great East Japan Earthquake. The exhibition was hosted by eight libraries participating in the collaborative campaign launched with the Great East Japan Earthquake “Bringing Disaster Records to Libraries”: Iwate Prefectural Library, Miyagi Prefectural Library, Fukushima Prefectural Library, Sendai City Public Library（仙台市民図書館）, Iwate University Library, Tohoku University Library, Fukushima University Library, and Disaster Information Laboratory of the National Research Institute for Earth Science and Disaster Resilience.
In March 2021, Tohoku Gakuin University Chuo-Library hosted an exhibition “Ten Years – Thinking about the Great East Japan Earthquake (10年～東日本大震災を想う)”.
On March 2, 2021, Miyagi University of Education Library announced the establishment of a section “Ten Years since the Great East Japan Earthquake (東日本大震災10年).” The section introduces books on earthquakes and disaster prevention as well as newspapers and other resources at the time of the Great East Japan Earthquake.
From March 3 to March 26, 2021, Higashimatsushima Library held a special exhibition “Unforgettable Feast of That Time (あの時の忘れられないごちそうさま).” Prior to the exhibition, from February 2 to February 28, the library put out a call for unforgettable tastes, menus, and food-related events at the time of the disaster.
On March 11, 2021, Kesennuma City Library announced an ongoing exhibition “Smile Library (笑顔文庫)” and “Ten Years of Kesennuma City Library in Photos (写真で見る気仙沼市図書館の10年).”
From January 8 to February 14, 2021, Fukushima Prefectural Library hosted a panel exhibition “Efforts on Recovery and Reconstruction of Public Works Facilities in Fukushima Prefecture (福島県内の公共土木施設の復旧・復興の取組み).”
From January 16 to March 21, 2021, Fukushima Museum hosted an exhibition “Thinking about Disaster Heritage – To Pass on to the Next Ten Years (震災遺産を考える ―次の10年へつなぐために―)”.
From February 1 to March 31, 2021, Aizu Misato Town Library hosted a book exhibition related to the Great East Japan Earthquake “Thinking about 3.11 and Disaster Prevention – 10 Years since the Great East Japan Earthquake (3.11と防災を考える ～東日本大震災から10年～).”
From February 26 to April 25, 2021, Iwaki City General Library (いわき市立いわき総合図書館) is hosting a spot exhibition on the section of resources on Iwaki, “Looking at the Ten Years since the Disaster in “Iwaki” from Books (本からたどる“いわき”の震災10年).”
From February 26 to April 29, 2021, Aizuwakamatsu City Aizu Library is hosting an exhibition “10 Years since the Great East Japan Earthquake (東日本大震災から10年).”
From March 9, 2021 to tentatively the end of April, Fukushima University Library is hosting an exhibition “Effort to Collect Disaster Materials at a Library in Disaster Affected Regions (被災地図書館における震災資料収集の取り組み).”
On March 4, 2021, Kamisu Public Library announced an ongoing exhibition under the theme “Ten Years since the Great East Japan Earthquake (東日本大震災から十年).”
From February 19 to March 17, 2021, Utsunomiya City East Library（宇都宮市立東図書館） hosted an exhibition “Ten Years since, We Will Never Forget that Day: The Great East Japan Earthquake (あれから10年、あの日を忘れない 東日本大震災).”
Chiba City Library hosted the following exhibitions.
- “After the Disaster – Ten Years Since That Day (災害のあとに あの日から10年)” at Wakaba Library Izumi Annex from January 22 to April 14, 2021.
- “Utilizing the Disaster Memories for the Future – Ten Years since the Great East Japan Earthquake (震災の記憶を未来にいかそう～東日本大震災から10年～)” at Chiba City Central Library from February 25 to April 30, 2021.
In February 2021, Nagareyama City Ki Library hosted a mini exhibition “3.11 Ten Years since the Great East Japan Earthquake: Reading from the Books – On That Day and from That Day from the books (3.11 東日本大震災から10年 本で読む あの日とあの日から).”
From February to March, Narita Public Library (Central Library) hosted an exhibition “Ten Years Since That Day – Reflecting on 3.11 (あの日から10年 3.11を振り返る).”
From February 4 to April 15, 2021, Chiba Prefectural East Library hosted an exhibition “Ten Years from the Great East Japan Earthquake – ‘That Time’ and ‘Today’ (東日本大震災10年～「あの時」と「今」～).”
From March to April 2021, Ichikawa Public Library (Gyotoku Library) is hosting a special exhibition “We Will Not Forget – Ten Years Since the Great East Japan Earthquake (忘れない 東日本大震災から10年).”
From January 28, 2021, Nagaoka City Library Goson Bunko (Niigata Prefecture) hosted an exhibition “3.11 Ten Years since the Great East Japan Earthquake Nagaoka and Minamisoma – Memories and Records of Bonds (3･11東日本大震災から10年 長岡と南相馬～絆の記憶と記録～).”
●Events, Lectures, Training Sessions, and Seminars
On October 3, 2020, the Cabinet Office, National Disaster Prevention Council, and National Meeting for Promoting Disaster Risk Reduction (防災推進国民会議) hosted “National Convention for Promoting Disaster Risk Reduction” online. The National Diet Library (NDL) also participated.
From November 4 to November 30, 2020, videos of “Libraries in Miyagi Prefecture – Thanks to You, We’ve Recovered (宮城県の図書館 おかげさまで復興しました)” and “Disaster Strikes! What Would You Do? – Disasters and Libraries 2020 (災害発生！あなたならどうする？〜災害と図書館2020〜)” were released as part a forum of Library Fair & Forum held online.
On November 21, 2020, Sendai Mediateque held “The 13th Video Salon ‘Supporting’ People – Taking the Moment Now to Think from Films Made One Year after the Disaster Earthquake (第13回映像サロン 人を＜支える＞ということ～今，震災1年後の映画から考える～).”
An online symposium “Present and Future of Natural History Sample Rescue (自然史標本レスキューの現在地点とこれから)” was held on November 22, 2020. The event was hosted by the executive committee of “Project on Development of Conservation and Restoration Techniques for Cultural Properties Damaged by Tsunami and Collaboration of Specialized Institutions (津波により被災した文化財の保存修復技術の構築と専門機関の連携に関するプロジェクト)” in which Iwate Prefecture Museum as the core institution.
On November 29, 2020, Regional History and Culture Forum Fukushima (地域歴史文化フォーラム福島) “Passing on Records and Memories of the Great East Japan Earthquake and Nuclear Power Plant Accident – Ten Years of Resource Preservation Activities in Fukushima (東日本大震災・原発事故の記録・記憶を伝える ―ふくしまの資料保全活動の10年―)” was held online. The event was held under the auspices of “From Local Historical Material Studies to Regional Historical Culture: Creation of a New Research Field for Resilient Local Communities in a Country of Natural Disasters.”
On January 11, 2021, the National Diet Library (NDL) and International Research Institute of Disaster Science at Tohoku University hosted an online event “Ten Years Past and Ten Years Future—the FY2020 Great East Japan Earthquake Archive Symposium.” On March 31, 2021, handouts and videos from the symposium were released in Hinagiku.
From February 20 to February 21, 2021, “The Seventh National Convention of Shiryo Net (第7回全国史料ネット研究交流集会)” was held online. There were presentations under the theme “Looking Back the Ten Years since the Great East Japan Earthquake (東日本大震災10年をふりかえって)” as well as a panel session “Ten Years in East Japan – Path to Date (東日本10年・現在までの軌跡).”
On February 24, 2021, Noshiro City Futatsui Library (Akita Prefecture) hosted a library lecture “Learning from the Great Earthquake Disaster – About Earthquakes and Disaster Prevention (大震災から学ぶ 地震と防災について).”
On March 5, 2021, a symposium “Ten Years since the Great East Japan Earthquake – Public Nature of Digital Archives and Media in Communicating Disasters (東日本大震災10年～災害を伝えるデジタルアーカイブとメディアの公共性～)” was held online as a program of NHK Bunken Forum 2021 “Media in the ‘COVID-19 Era’ – Questioning its Role (“コロナ時代”のメディア～その役割を問う～).”
On March 6, 2021, International Research Institute of Disaster Science at Tohoku University and the city of Tagajo (Miyagi Prefecture) hosted “The Great East Japan Earthquake Archive Storyteller Symposium: Handing Down to the Next Generation – Gathering of Reading Aloud and Music (東日本大震災アーカイブ 語り部シンポジウム かたりつぎ～朗読と音楽の集い～).”
On March 6, 2021, Yamato City Library (Kanagawa Prefecture) hosted a screening “Learning Earthquake Disasters and Disaster Prevention with Video – Message from Higashi Matsushima City (映像で学ぶ震災・防災 ～東松島市からのメッセージ～).”
On March 14, 2021, Ibaraki Prefectural Library hosted a screening of “Massive Tsunami and Reconstruction Assistance for the Great East Japan Earthquake from the Eyes of Coast Guard Officers (海上保安官が見た巨大津波と東日本大震災復興支援).”
On March 20, 2021, Shiwa Public Library (Iwate Prefecture) hosted a talk event under the theme “3.11 and I (3.11とわたし)”.
“Current Awareness-E” published the following articles.

- “Symposium on the Great East Japan Earthquake Archive FY 2020

“Current Awareness” (No. 347, March 20, 2021) published an article by Amano Masashi “Trend Review: Network for the Preservation of Historical Documents -Trends in Disaster Preparedness and Local Communities-.”
“The Library journal (図書館雑誌)” (Vol. 115 No.3, March 2021) published a special issue titled “Ten Years since the Great East Japan Earthquake (東日本大震災から5年).”
“Rekishi Chiri Kyoiku (歴史地理教育)” (Vol. 922, March 2021) published an article “The Great East Japan Earthquake and Steps toward Reconstructing Libraries (東日本大震災と図書館再建のあゆみ).”
On February 14, 2021, CALIL Inc. (see E1035) released a book recipe “The Great East Japan Earthquake: 10 Years since (東日本大震災：あれから10年)”.
