Status of Libraries in the Aftermath of the Great East Japan Earthquake (As of April 18, 2014)

 

This report summarizes key information on status of libraries in the aftermath of the Great East Japan Earthquake between mid-February and mid-April, 2014, following past Current Awareness-E reports (see E1532 and others).


●Developments in Digital Archives

An exhibition titled “Survey for Japanese Red Cross personnel on their relief activities during the Fukushima Daiichi Nuclear Power Plant Disaster” was made public in the digital archives of Red Cross Nuclear Disaster Resource Center on February 26.

On March 3, National Diet Library released “Archived websites of the Great East Japan Earthquake” in Web Archiving Project (WARP). The collection presents 3,600 captures from approximately 300 websites including those of national governmental agencies and local governments in disaster affected regions, as well as those on assistance activities.

On March 11, Hatena Co., Ltd. made an announcement to cooperate with “NDL Great East Japan Earthquake Archive (Hinagiku)” through its social bookmark service “Hatena Bookmark.”

On March 27, the municipal government of Tagajo City in Miyagi Prefecture released “Tagajo Kenbunoku,” a digital database that collects, preserves, and systematically organizes records of the Great East Japan Earthquake in the city.

“Aomori Disaster Archive” was released on April 1. This system preserves and makes public disaster related records in four local governments affected by the Great East Japan Earthquake (Hachinohe City, Misawa City, Oirase Town, and Hashikami Town). Since April 2, the archive has been linked to “NDL Great East Japan Earthquake Archive (Hinagiku).”

On April 8, NDL released additional records of the disaster in “NDL Great East Japan Earthquake Archive (Hinagiku).” Included are 74 photos capturing stacks of Tokyo Main Library immediately after the Great East Japan Earthquake and their recovery process. Also released were three movies capturing the 16th and 17th vertical levels of Tokyo Main Library during the shake.

An exhibition titled “We Will Not Forget That Day: The Great East Japan Earthquake” was held at Utsunomiya City Higashi Library in Tochigi Prefecture from February 21 to March 18.

Kyoto International Manga Museum is hosting an exhibition “From Hand to Hand – Picture Book Authors’ Messages for Children – Remembering 3.11” from March 1 to May 18. The exhibition presents a collection of works gathered by Japanese picture book artists who asked their colleagues to draw an illustration on the theme “Thinking about our future in a world after 3.11”.

Miyagi Prefectural Library is hosting its fourth exhibition of collection on the Great East Japan Earthquake titled “Legacies of Sakyo Komatsu: Memories of the Disaster and Words for the Future” from March 1 to June 27.

Google hosted an exhibition event titled “Three Years after the Disaster, Current Status of Memories and Reconstruction” at Roppongi Hills O-yane Plaza from March 5 to March 11. The exhibition traced three years of efforts from disaster response to assistance for reconstruction from the Great East Japan Earthquake.

●Lectures and Seminars

On March 1, a briefing session about a research on dialects of Iwate Prefecture titled “Local Education Materials Awaken from Sleep and the Words of Disaster-Affected Iwate Today” was held at Iwate Prefectural Library. The seminar was hosted by “Project to Preserve the Voice of Sanriku Region for the Next Generation,” a project outsourced by the Agency for Cultural Affairs.

“Passing on the memories: Efforts to Collect Documents Related to the Great East Japan Earthquake” was published in the March 2014 volume of “National Diet Library Monthly Bulletin (国立国会図書館月報)” (No.636). In volume 612, “Series #12: Books born out of the Great East Japan Earthquake 2” was published as a sequel to “Series #8: Books born out of the Great East Japan Earthquake” for a serial titled “Strolling in the forest of books,”

Rias Ark Museum of Art in Miyagi Prefecture published a pictorial record of its permanent exhibition titled “Records of the Great East Japan Earthquake and the Disaster History of Tsunami.” Included are reports of curators’ records on search activities in fields affected by the Great East Japan Earthquake.

On February 26, National Research Institute for Cultural Properties, Tokyo released “Risk Management of Museums and Art Museums: Dealing with Dusts Contaminated with Radioactive Materials (draft as of February 10, 2014)” and “Fundamental Thoughts to Decontamination of Cultural Properties (draft as of February 10, 2014).” These documents were produced as outcomes of “Research on Radiological Countermeasures for Cultural Properties.” The institute is also seeking for public comments and opinions until March 20.

Nara National Research Institute for Cultural Properties in Nara Prefecture completed providing first-aid repair to 250 boxes of historical documents of Miyagi Prefecture. The documents that were soaked in sea water were sent back to Miyagi. The Institute has contributed to “Rescue Programme of Damaged Cultural Properties (Cultural Properties Rescue Program)” by the Agency for Cultural Affairs,
