COAR、研究成果の迅速な公開を求める共同声明に対する、出版社協会からの声明への回答を公開

オープンアクセスリポジトリ連合(COAR)、EIFL、LIBER、SPARC等が、2014年5月14日に公表した、研究成果の迅速な公開を支援する共同声明に対して、その後、多くの機関が声明への指示を表明しているとのことです。この共同声明に対して、国際STM出版社協会(International Association of Scientific, Technical & Medical Publishers)が5月28日に声明を公開しており、7月8日、COARがこれへの回答を公開しています。

7月8日に公開された回答では、COARは、短期間のエンバーゴ、もしくはエンバーゴなしに出版された記事をリポジトリで公開する形でのグリーンOAを強く支援することを表明しているようです。また、出版社や出版社団体からなされる、OAリポジトリを通じた迅速な公開が購読契約に悪影響を与えるとする批判について、Taylor & Francisの調査を引き合いに出し、根拠がないと指摘しているようです。

また、COARは学術コミュニケーションには財政的な支援の必要性を痛切に認識しつつ、多くの商業出版社に指示されている論文処理費用(APC)モデルは、支払う事ができない多くの研究者に不利な状況をもたらすものであり、グリーンOAこそが継続可能でグローバルなOAへのアプローチであるとしているようです。
