欧州における電子政府の相互運用性に関する活動をしているコミュニティSemantic Interoperability Community（SEMIC）が、“永続的なURI（persistent URI）”に関するレポートを公表しました。URIの設計や永続性について一定の方針に沿った管理が行われている欧州の機関等を対象に調査を行い、その結果として、永続的なURIを実現するためのルールを次の10個にまとめています。
（1）一定のパターンに従う（Follow the pattern）
（2）既存の識別子を利用する（Re-use existing identifiers）
（3）複数の表現どうしはリンクさせる（Link multiple representations）
（4）実世界の対象には303リダイレクトを設定する（Implement 303 redirects for real-world objects）
（5）専用サービスを用いる（Use a dedicated service）
（6）所有者を記さない（Avoid stating ownership）
（7）バージョン番号を使用しない（Avoid version numbers）
（8）連番を使用しない（Avoid using auto-increment）
（9）クエリー文字列を使用しない（Avoid query strings）
（10）ファイル拡張子を使用しない（Avoid file extensions）
