2009年4月にメリーランド大学でオープンアクセス支持の決議案が否決されたことに関して、同大学図書館のライブラリアンのTim Hackman氏がその経緯や教訓をまとめた文章が、大学・研究図書館協会（ACRL)のウェブサイトに掲載されています。教訓としては、教員側が図書館側の事情・観点を理解してくれるとは限らないこと、いきなり評議会に諮るのではなく関心をもっている教員にコンタクトしてそこから各学部内の理解を広めていった方がよいこと、などがあげられています。
