2014年3月17日、欧州研究図書館協会（LIBER）とEIFLが、欧州委員会などの組織に対する主導権の強化や、オープンアクセスや著作権の分野での協力などを目的とした覚書を締結したとのことです。
また、この覚書以外に、FOSTERやPASTEUR4OAなどのプロジェクト、学術コミュニケーションに必要な図書館スキルの評価についてのタスクフォースなどでも協力するとのことです。
