2013年9月21日、国際電気通信連合（International Telecommunication Union；ITU）とユネスコが運営するデジタル開発のためのブロードバンド委員会 (Broadband Commission for Digital Development) が、世界各国のブロードバンドの普及状況等に関するレポート“The State of Broadband 2013: Universalizing Broadband”を公表しています。
また同日、ジェンダーとブロードバンドの普及にフォーカスしたリポート“Doubling Digital Opportunities Enhancing the Inclusion of Women & Girls In the Information Society”が、同委員会のワーキンググループより公表されています。
