英国の博物館・図書館・文書館国家評議会（MLA）が、利用者のグループによって作成された図書館サービスの改善要求を、ウェブサイト上で公開しています。この改善要求は「憲章」（Charter）と銘打たれており、開館時間の延長や蔵書の改善、技術の活用など12の事項が挙げられています。
