オランダのSURF財団は、2009年をオープンアクセスイヤーとすると宣言しています。
これは、オープンアクセスの推進を目指したもので、SURF財団のほか、Royal Netherlands Academy of Arts and Sciences (KNAW)、the Netherlands Organisation for Scientific Research (NWO)、大学など高等教育機関が参加しています。
