消費者製品安全性改善法(CPSIA)、業界や図書館等からのクレーム殺到により施行を1年延期(米国)

鉛・フタル酸エステルが含まれる製品から子どもを保護することを目的として、米国で2008年8月に成立した消費者製品安全性改善法(CPSIA)の施行日が、2010年2月10日へと1年延期されることになりました。同法では、子ども向け製品は鉛・フタル酸エステルが基準値以上含まれていないことの第三者認証を受けなければならず、中小企業が多い子ども向け製品業界にとっては負担が大きいという批判が、担当する行政機関・消費者製品安全性委員会(CPSC)に殺到しました。また「子ども向け製品」の定義に書籍も含まれ得る(除外されていない)ことから、図書館・出版業界もアドヴォカシー活動を展開していました。こうした批判を受け、さらにはCPSC側の体制も整っていないことから、このほど延期が発表されたということのようです。

なお米国図書館協会(ALA)はこれまで、議会やCPSCに対し再三、図書館・児童書等を同法の例外とするように求めてきていました。今回の決定を受けて、「つかの間の休息にはなるが、この1年間で図書館や児童書を法の対象外とするよう、働きかけ続けなければならない」としています。
